I like Scrivener, but it's not for everyone. The learning curve is a bit steep. You don't need to take my word for it. Follow the link and get your thirty-day trial here...

Scrivener

It runs on Winblows (EtA: also Mac and iOS). It won't run under Linux - I tried. Even with WINE it was no joy. Anyhoo...you get 30 days to try it out. And these are actual days. So is you use Scrivener two days out of a week, you'll get hit with only two days (not seven). It can save to MS Word, PDF, and e-Pub formats. If you decide to buy, it's USD60.00.

A second go-to is Libre Office. I run this under Linux. I don't know how well it works on Windows. It's great for critiquing chapters and beta-reads because comments just work. The UI is a lot like MS Office 97. If you like that environment, you'll love Libre. It's free and open-source - but you can donate to the cause if you want. here's a linkey...

The last I've used is Reedsy. It's a great, no-nonsense minimalist writer with few distractions. However, you absolutely need an online connection. It's web-based, so you can't do anything offline. Another link...
