Every scene should be able to answer three questions. Who wants what from whom? What happens if they don’t get it? Why now?

Not necessarily. The book I'm reading has scenes that only throw up questions, meaning I've got to read on to find out: who is this? What is their connection? They want something but what? And what the hell will happen if they don't get it? And the book is brilliant. The answers are dribbled in through great Aha moments.
