One alternative I've read (maybe in Save the Cat Writes a Novel) is that a lack of agency is possible BUT only up until the Debate beat. Entering into "new world" must be the character's choice. And from then agency applies. Think Harry Potter, everything is happening to Harry until he makes the decision to go to Hogwarts.
