Quick scan of the web site suggests (to me) that they are effectively an influencer for hire, focused on books. You pay them money, they may or may not do something (in that order).
I would strongly recommend staying away.
If you have already come up with a promotion plan and a budget, and they are the right provider, and you can get references, great, but put them up against others and see who offers the most for the least.
They're legit. And their service is fine. I used them about 6 years ago when I re-released a series with a new publisher. However, to be honest, their reach was poor (at least, in my genre), and blog tours in general were already waning as a means of promotion. If you're writing romance, urban fantasy, or women's fiction you might have a better result. I don't really recommend this as a way of promoting your work.
