That sounds really interesting. I want to read it. I'm sure it's happened fairly recently, minus that major political dimension. Someone, a foreigner, is murdered, a local perp is identified, and it doesn't feel right, but that country is under pressure to make an early arrest. They need the tourists to keep coming.
