I'm Lady Pedantic. You have to do something or purposefully avoid something in order to create risk. Doing nothing only becomes a risk if e.g. you're in a house that's on fire; you're on a boat that's sinking; you've done nothing for so long, your muscles have wasted including your heart . . .
