Yeah, it's a bit unclear. I assumed they did eventually get an agent then got a deal without a problem.

On submission. Agents email out a "package" (presumably pages, blurb, etc) to editors, like we do when we're looking for an agent. So, getting an agent is half the hurdle, then they have to find you a publisher.
