Yes, you address a member of the Garda Siochana "gard". (My Irish grandfather was a Garda Commissioner before he retired and ran a corner shop in Limerick.)
If one stops you for a traffic stop, you roll down the window and say "what's the trouble Gard?" It's just not sounding right somehow, "Hello Gard-can I offer you a cuppa tea?"
