I get to the place where it says to "use the form below" when submitting pop up material. But there is no form below. What to do?
 
Tom, Pop-Up Submissions are currently closed. I don't know when @AgentPete will reopen them, but when he does he'll announce it here.

As per the impromptu Discord disucssion yesterday (due to Facebook's live video outage) there are plans afoot for Pop-Ups and indeed a new once-monthly event. Litopians who were part of the chat know what's coming, but I'll make an announcement here very soon too.
